The solution introduces "Citers-Pay" model. It provides free full-text of papers for researchers who only have to pay for cited references through blockchain and smart contract when publishing his new research. Full text and raw data of the research are stored in P2P network storage. Metadata of the research are stored in blockchain, in order to ensure the integrity of stored files and to notarize authorship and the ratio of contribution in the research. This solution will not only help researchers get previous research results and verify them, but also secure the contribution ratio and academic reputation of his own research.
