The technology of software and hardware (ICT) has rapidly and prosperously developed. The development of the internet of things (IOT), the safety of people's lives and property, and the effective rescue have received increasing attention. The purpose of this research is to establish a complete and immediate disaster prevention and early warning mechanism through information and communication technology, with a view to reducing the notice limitation, preventing the expansion of disasters and effectively controlling disasters. It is found that the most important issue is to obtain a stable, single, and compatible system and a uniform protocol. Optimization and compatibility between hardware and software equipment will be one of the topics that must be considered in the future. In order to solve and reduce the disasters, the research uses equipment automation to transmit signals through the base station equipment to the cloud system by sensors. And then analyze whether the disaster is imminent or not via analyzing the operation results by the cloud system. When it is confirmed that disasters happen, the notification system will be activated. The sending signals via the base station equipment alarm the people nearby and the local fire service units respectively. After the people nearby receive the messages, evacuation measures can be taken immediately. And firefighting receiving the warning, the unit can immediately follow-up measures. Take National Taiwan University of Science and Technology as an example, this research found that the time of warning notification can be shortened by more than 36 times, which is compared with the current fire alarm handling procedure. In order to promoting it as a commercially viable solution, it is also one of the major topics in the future that how to reduce the misjudgment of sensors. If we can continue discussions in-depth on this research, and discuss with telecom operators to obtain research resources, including telecommunications equipment, management mechanisms, human resources and other related expertise. It will be accelerated the commercial application of this research, and can further safeguard and promote social welfare for people's lives and property.
