These changes include “abolishing fim censorship and introducing deliberative rating”, “replacing the system of four ratings as five ratings”, and “the central competent authority may entrust private professional groups to execute deliberative rating”, etc. Therefore, Taiwan film “new” rating system is being called in this research because of its quite many differences from the old rating system. In addition, the impact of “the era of convergence” on the traditional media content regulation and rating systems, along with the modification of Taiwan video tape and TV programs rating systems in 2016, makes these two rating systems and Taiwan film new rating system now unified, and Taiwan more suitable for promoting cross-media rating system. However, even that the above-mentioned changes and Taiwan film new rating system has been implemented for over two years, there still is no research targeting this new rating system or its recent development. Therefore, this research is focused on “Taiwan film new rating system”, using “New Institutionalism” as a framework to analyze the questions of institutional change from Taiwan film rating system to the new one, and tries to answer these questions by empirical investigation. Furher, this research also studies the most recent situation of Taiwan film new rating system, understanding and discussing the feasibility of entrusting private professional groups to execute deliberative rating and self-rating by self-regulation of film industy, as well as understands the system stakeholders’ opinions and suggestions about Taiwan cross-media rating system in the era of convergence. This research adopts “interview” and “survey” as the methods of empirical investigation. By using unstructured interview, this research will interview film industry, raters, and the representative of Ministry of Culture, in order to collect their opinions and suggestions about Taiwan film new rating system and entrusting private professional groups to execute deliberative rating. While by survey, this research will collect movie viewers’ cognition and opinions about Taiwan film new rating system, in order to understand the its most recent situation of promotion. Finally, based on the discoveries of this research, this research will make suggestions for improving Taiwan film new rating system and promoting Taiwan cross-media rating system.
