Among all municipality, farmer associations in Kaohsiung City share the highest agricultural gross domestic product, which credit departments are the most critical and profitable sectors among organizations. It is crucial to emphasize on credit departments of farmer association by the Kaohsiung City because 5 out of 36 farmer organizations were suspended by the Ministry of Finance owing to the poor management between 2002 and 2003. As a result, the project explains two dimensions of central government interventions to credit departments of farmer associations in the Kaohsiung region using the Data Envelopment Analysis method. First, the paper reviews the impacts of 21 credit departments of farmer associations after the implementation of Agricultural Finance Law in 2004. Second, this study particularly analyzes the effects of central government interventions on 5 out of 26 Credit departments of farmer association in the regions. Results indicate that only few farmers associations in Kaohsiung area reaches best business performance. Most of them are above average performance. Put differently, this indicates that most Kaohsiung farmer associations do not have difficulties in management efficiency. Most farmer associations have positive revenue in interests, profit-loss, and overdue payment in the past years. Real property and government loan subsidies to farmers play the best and second role to contribute to the positive performance to credit departments in farmer associations. On the other hand, I find little influence to improve business performance but much lower Overdue Loan Ratio after the implementation of Agricultural Finance Law. 張宏浩 2018 學位論文 ; thesis 52 zh-TW
