The law is not only responding to the booming development of NGO in China but also the dramatic changes of the China''s national security strategy. Social scientists believe that the promulgation of the law will strengthen the China''s management of overseas NGO. The analysis of the law will help us understand the economic and social changes in China and the impact of globalization on China national security strategy because the development of NGO is considered to be related to the development of civil society. Therefore, this article attempts to discuss the legislaton frame and environment of NGO management from two perspectives which incuding state-society relationship and national security perspectiveand and explore whether the management policy of China''s NGO is different with the overseas NGO based on the two perspectives? The line of analysis seeks to explain how China''s state-society relationship and national security strategy changes induced by the promulgation of the law.
