碩士 === 國立臺東大學 === 進修部公共與文化事務碩士專班(假日) === 105 === According to the statics, our country, Taiwan, has become an aging society since 1993, and it’s going to become aged society in 2018; by the time of 2025, it will become hyper-aged society. Because of the Population Aging, the problems of aged population turn into a very important issue of government, making more and more NGOs getting involved. Among those problems, the needs of Long-Term Care are paid attention by people generally. Beyond the policies of Long-Term Care presently, this research is carried out by document analysis and in-depth interviews. Through the professional studies before, this research figures out the obstacles of promoting Long-Term Care and the problems of imbalanced allocation, trying to find a way to integrate and use efficiently the resources. Then, make conclusion for the planers and executors of policies as suggestions of promoting Long-Term Care and discuss the transformation of function of Taipei Veterans General Hospital Fenglin Branch, making it real to be a self-sufficient hospital. Three conclusions are described below: 1. For the policies: Plan the transport network in rural areas, promote the policies actively and integrate and operate the resources. 2. For the service model: Extend more mechanistic nursing homes and daily care centers, promote local league of basic medical care and organize an integrated-care team. 3. For the financial part: Reform the organization, provide service by walking around to community, develop the model of Long-Term Care which is suitable for the community and serve more people and strengthen financial management.
