However, Central weather Bureau, academic institutions and disaster management authority do their best to predict the occurrence of disasters and try to alert earlier. Typhoon disaster can be forecasted and analyzed the rate of rain fall, wind speed, atmospheric pressure etc. to offer decision. But, there are still some differences between the predictive and real paths of typhoon. This causes lots of prevention of disaster can’t be done. Therefore, commander still gets lots of decision to make while the preparation before disaster and the emergency responses phase. In addition, tabletop exercise is a good way to examine the response process and enhance the response of members by considering the lack of budget and manpower. Commander can practice frequently, know well the process of disaster prevention and gain more experience of command by using the result of this study.
This study is meant to choice the important decision-made factors while the preparation before disaster and the emergency responses phase and distinguish the importance between those factors when Taitung suffering from typhoon. First, use Modified Delphi Method (MDM) to select the most suitable project by depending on the experience of experts and scholars. And using Analytic Hierarchy Process(AHP) to exam consistency and identify relevant the weight factor. Among them, the weight factor of the typhoon disaster emergency response (0.497) in the first hierarchy is the highest. It also means that is the most important in that level. In the second hierarchy, “confirming and mantian the transfer of information and communication” (0.14703) is the highest weight factor which can be the first confirmation of commander and the first topic of tabletop exercise.
The result of this study can be the basis of executing command mission for the principal of Taitung Governments at all levels while they at the beginning of the term of office. Furthermore, we can focus on the key point project and do the most detailed question and answer while tabletop exercise. To complete all the simulated situation of important decision-made factors time by time and improve the ability of members to make immediate response action. The disaster-prevention environment can be more completely for Taitung citizen. The new commander can also improve the knowledge of typhoon disaster to reduce the wrong decision.
