Consequently, three versions (Nanyi, Kanghsuan, Hanlin) of curriculum-based teaching materials for reading fluency are developed. It expected requirements of educational scene for fluency teaching practice that could be satisfied in virtue of a set of complete and systematic operational guidelines and teaching materials regarding the teaching practice of reading fluency. The compilation of the teaching material is carried out on the basis of empirical literature completely. Additionally, the fluency texts are based on literal forms (narrative, expository, argumentative and storytelling) which suit for fluency teaching, selecting from various versions (Nanyi, Kanghsuan, Hanlin) of 2015 Chinese class textbooks for different grades of elementary schools. Teachers can execute the practical operation of fluency instruction via the instruction manual, while students can independently promote learning activities of fluency and learning monitoring with the assistance of fluency texts, record lists, videos, guideline of self-learning steps and others, so as to become the learning subject. Research and development results of the teaching materials are listed as follows: (1)a instruction manual includes teaching guide, a training guide, a video aid, a guideline of self-learning steps and a record list; (2) totally six books containing fluency texts for each grade.
