Many governments gradually extend the scope of identity management to virtual network. EID has become the policy product of the information age. Under the premise of coexistence of efficiency and risk, the government should reflect on how to measure the national conditions and develop a set of policy systems that are applicable to Taiwan. This study collects the relevant eID management issues worldwide, adopting the specialist’s consulting opinion from Modified Delphi Method as a basis for establishing the system, the results are as follows: 1. The nature of the policy is controversial and sensitive, which causes the difficulties of policy promotion. 2.The function of eID is not well defined, which makes it difficult to highlight the benefits of policy integration. 3.The overall planning and explanation should be strengthened in respect of policy communication, so that the trust for the policy from the society can be earned. 4. The full-scale switching to eID can only reach the goal of popularity rate, the real challenge of implementing e-service is how to raise the usage rate of those items provided in such services. 5.A transparent and secured policy environment needs to be established because of the insufficient application of current legal system. This study proposes to construct the institutional framework of eID from the four levels of law, technology, administration and society. In term of legal aspect: we need to define the role played by the government, fulfill the security and privacy protection for personal data, confirm the effect of regulation, aggravate the criminal punishment for the conduct of impostor for application and use of ID card, pay attention to the compatibility of regulations. In term of technique: fulfill the information security, privacy protection and the current identity identification reinforcement with the latest technique. In term of administration: judging from the nature of affairs, design the organizational structure of division of powers and responsibilities, strengthen the horizontal connection between different divisions, personnel professional cultivation and systematic management, electronization of internal process of administration agency. In term of social affair: make the public information transparent, build up the basis for mutual trust, redefine the eID, search for the advantage of policy, User-friendly service platform and operation interface, minimize the digital divide.
