It believes that integrity cannot be addressed as a standalone issue but needs to underpin the Customs reform and is the basis of institutional devel-opment. Following the Document Analysis and Decision Making Trial and Evaluation Laboratory method, the study probed into the key factors of the influence of Taiwan Customs integrity govern-ance. Declares that the effective Customs integrity governance must address the following key fac-tors : “Ethics Officers Morals ”, “Customs Officers Morals ”, “Leadership and Commitment ”, “Regulatory Framework”, “Audit and Investigation”, “Morale and Organizational culture”, “Job Rotation”, “Code of Conduct”, “Relationship with the Private Sector”, “Lobbying Culture”, and “Efficient Anti-corruption”. The researcher delivered and explained the paper-based questionnaire to the sample of the study. The sample were collected from Taiwan Customs whose grade are between Junior Rank Per-sonnel (above 8 grade) and Senior Rank Personnel (below 12 grade). After combining the results of correlation and relation, this study found that: “Leadership and Commitment”, “Customs Officers Morals”, “Audit and Investigation”, “Efficient Anti-corruption”, “Code of Conduct”, and “Ethics Officers Morals” these are the core of the key factors. These factors directly or indirectly influenced whether the whole system of integrity governance can success or not. In summary, the study acknowledged that “Leadership and Commitment” is the most im-portent critical key factor for all factors. Hence, Customs supervisors should adopt a strong leader-ship role and accept an appropriate level of responsibility and accountability for maintaining high levels of integrity in all aspects of Customs work.
