With the development of the country, both the national and industrial wastewater sewer systems have gradually taken shape, and the areas covered have also increased year by year. Under professional considerations, part of the sewage treatment operations and operational committees were run by private companies and formed a complete industrial chain. However, as the social atmosphere has evolved, the public has become more and more concerned with environmental issues. Citizens groups and the legislature are urging the government to revise more stringent laws and regulations, especially those related to waste disposal. With the revision of relevant regulations on waste disposal, considerable changes have taken place in the sewage treatment industry chain. In January 2014, the government issued an announcement to amend the “The second paragraph of the second paragraph of the designated waste disposal law” clearly stated: The sludge produced by the sewage treatment plant of public sewers is a business waste, and it cannot be disposed by landfill. It will be implemented in July 2015. When the amount of sludge treatment fails to increase in time, the sewage treatment industry faces the dilemma of nowhere to send sludge; the unbalanced supply and demand situation causes a dramatic increase in the price of sludge treatment, and both the operation and profitability of the sewage treatment industry are affected. A considerable influence. This study starts from the perspective of the wastewater treatment industry and hopes to find out suitable countermeasures to use as a reference for operators' management. The research first uses industry analysis methods to discuss issues such as regulations, society, and industry to identify key issues. Then, contextual analysis methods are used to find the best solution for each situation. Finally, results are verified by interviews with experts. The results of the study show that wastewater treatment companies with considerable economies of scale adopt M&A sludge treatment industry as the best solution to the problem.
