Summary: | 碩士 === 國立臺北大學 === 公共行政暨政策學系 === 106 === Job vacancy of government construction procurement has always been regarded as a trouble in various units due to great responsibility, heavy workload, high error rate, complicated work contents and a requirement of professional competence. However, the construction procurement personnel are not given with comprehensive training in such complicated work. Currently, our country’s training of procurement specialists adopts on-the-job training manner, the courses of which emphasize laws and regulations in classes but ignore the procurement types. Therefore, they cannot meet the practical needs, leading to very high turnover rate of construction procurement personnel and difficulty in inheriting the complete work experience of construction procurement. In view of this, this study attempts to explore the feasibility of including political, administrative, legal and resource aspects into the practicum courses of construction procurement personnel training from literature analysis and in-depth interview approach. Such practicum courses are intended to allow the construction procurement personnel to receive more comprehensive training.
This study found that the feasibility of political and resource aspects into the practicum courses is low. Two different views have arisen on administrative aspect. For staff working in the procurement unit, they think it is not feasible and unnecessary as the procurement knowledge can be gained through learning by doing; while those working in the manpower shortage unit think it is feasible to allow the procurement personnel to practice in the procurement office during the construction slack period. In legal aspect, the amendments are considered relatively easy to make. Hence, more feasible research proposals are raised by this study through teaching the construction procurement personnel individually in the dedicated procurement personnel training classes, and recommending the procurement unit to open practicum courses for the procurement personnel who work in the manpower shortage unit. It is hoped that the professional skills of construction procurement personnel can be enhanced through such training methods, thereby reducing the error rate and improving the quality of construction procurement.
