Twenty years later, in 2018, climate change was no longer just a subject of academic research, but a challenge that deeply affects human life. Due to the fact that climate change is not caused by one person and one place, and the scale of its impact is huge, in order to effectively reduce the threat of climate disaster to global species, it is necessary to arouse more subjects to pay close attention to it. Greenhouse gas (GHG) is the main cause of climate change, in which the largest proportion of carbon dioxide is emitted by human activities, that is the policy of “adaptation” came out in the world. However, energy has been a necessity for human life since ancient times. In order to maintain both "energy utilization" and "environmental protection", the development of "clean energy" should be one of the most important issues in the world today. "Renewable energy" has the characteristics of low carbon emissions and Taiwan has a world-class wind field and ample sunshine, developing wind energy and solar photoelectricity as a substitute for fossil fuels can not only meet the energy supply but also reduce carbon dioxide emissions. All in all, achieve the dual purpose of slowing greenhouse gases and stabilizing energy supply. At present, the mainstay of renewable energy is centered on the central authorities. However, since the 1990s, there has been a trend of “localization of global climate issues”. The reason for this is that renewable energy is mostly “decentralized” and “natural resources”, while traditional fossil fuels are "centralized" and "capital-intensive". The essential difference between these two energy type highlights the position of the local level government in the "clean" trend. Energy transformation involves the transformation of the overall structure. Local-level governments have to play a communication role in transition based on being close to the people. They may also actively demonstrate the attitude of responding to climate change as a driver of energy transformation. This essay aims to re-examine the deficiencies in the implementation of the existing power allocation system through "Energy Affairs" and strengthen the local government’s authorities through specific measures which content following aspects: "Land Use Regulations", "Local Energy Companies" and " Collaboration of Local Government".
