The study’s finding are as follows:1.Due to the difficulty of exclusive resources,it is difficult to manage and utilize common pool resource through a single self-governing organization.2.Due to the high subtractability of common pool resources,the township office has not allowed neighboring villages to use the small water.Because the small water is distributed through the Habilan Management Committee,the water is always available to the water users.However,when the township office allowed neighboring communities to take water to other communities at the source of the water, it gave rises to a common resource dilemma. The study makes the following research recommendations.1.The section administered by the Small Water Management Committee,(1)regardless of whether it relates to the aboriginal people or not,should be managed together as much as possible;and(2)application should be made for government subsidies for all of the small water system equipment (including that above the water intake area).2.In the section administered by the government,(1)the government should try to let the water users share the pipeline together and should integrate management with a single small water management committee;(2)the Forestry Bureau should strictly prohibit people from inhabiting the water source and deforestation; and(3)local government should specify the rules for the small water operations in the event of any disputes. In the analysis of self-governance mechanism for common-pool resource-a case study of water for the Habilan tribe,in Dongpu village,the researcher considers the best solution to be that the government should respect the water use mechanism in light of tribal traditions and Small Water Management Committee should try to ensure that all the local people share the water distribution together. In the future, it is hoped that the Small Water Management Committee can establish a good and enduring communication platform between local residents and the government, in order to implement the central policy of small water, local management, and the goal of tribal management.
