碩士 === 國立臺北大學 === 犯罪學研究所 === 106 === The purpose of this study was to discussing the police officers experience and attitude of using pepper spray while enforcing law. Because the emergence of pepper spray enriches the police tactical choices. But police should to know the background information pertaining to pepper spray. Therefore, training police officers in the use, understanding, deployment, decontamination of pepper spray, and recognize the possibility of abuse is very important to police agencies. The study was used the literature analysis and the depth of the interview method. Research questions are as follows: First, based upon the review of the literature to understand the appropriateness, safety, and effectiveness of police use of pepper spray. Second, by in-depth interviews with respondents experience and attitudes of using pepper spray while enforcing law. Third, providing the recommendations about the revision of pepper spray policy and police training to Police agencies by the above findings. The results of the study were that the law enforcement training with pepper spray are not uniform in different police agencies. Because they were lack of the knowledge about the pepper spray, that might deepen the reliance of police officers of using the pepper spray while enforcing law. Let them think the pepper spray was always effective, which may cause the doubts of police abuse of the pepper spray. In addition, there was not have a standard of specification of pepper spray for police agencies, and was not specified to use the pepper spray which can present the complete toxicology report by the manufacturer. The study recommendations are as follows： First, enhancing the police officers awareness of the pepper spray by the education and training . Second, setting the clearly specifications of the pepper spray by law. Third, the police use-of-force continuum was developed so there would be a uniform understanding of what level of force to use and under what circumstances that force would be administered.
