And the key issue is its teachers. Because of its particularity, the schools in reomte areas always face the problems of lack of teachers, high turnover rate, as well as the state of unstable structure, which directly affects the rights of school students in remote areas. The theme of this paper is to identify the relevant policies and controversial legislation about the school teachers in remote areas. From the perspective of the right to education, the research collects the issues related to education in rural areas, and introduces the policy direction of our country and the measures about the stability of remote school education on education scheme, then comprehensive reviews the past policy effectiveness. Secondly, the study also refers to Japanese view, introduces their regulations, measures and systems related to the stability of school teachers on the revitalization of education in remote areas on Japanese legislative cases. Which contains the teacher rotation system in Japan. Finally, introducing our law of the school education in remote areas announced in 2017 - Act for Education Development of Schools in Remote Areas. Discussing the controversial legislation related to the stability of school teachers, exploring whether the specification can effectively achieve the legislative purpose to complement teachers in remote school. And the thesis also analyzes the method of Japanese policy to see if it can be used as the model and puts forward some suggestions on amending law and the system design about the issues of Taiwan’s future complements school teachers in remote areas.
