For example, Mobile First has become a global boom in recent years. In a society that demands for high speed, efficiency modern networks and mobilized lifestyles, mobile devices play an indispensable role, as they are more convenient than computers as a media for information dissemination. Nowadays, every country in the world faces numerous natural disasters, terrorist attacks as well as other accidents. How to limit the damage and control the spread of disasters in a short period of time is the major issue for public officials around the world. In order to perform well, a comprehensive disaster-response mechanism requires close coordination of every related unit, and the wisdom of human beings play the major part of it, since every decision-making and execution rely entirely on that. As a result, the paper focuses on how to combine human wisdom with the latest technologies to shorten the time for damage source control. In light of this, by utilizing the Google Maps, Global Positioning System (GPS) and Android-based mobile devises, this research hopes to use an interactive map that can display the relative position of effective professionals to create a real-time locating system. The system helps the Central Control Center to govern the conditions and positions of professional personnel and disaster. Furthermore, it effectively coordinates the deployment of professional manpower and increases the maximum utilization rate of professional capabilities in crisis events.
