Summary: | 碩士 === 國立臺灣海洋大學 === 商船學系 === 106 === IMO approved 2002 amendments to International Convention for the Safety of Life at Sea (SOLAS) and International Ship and Port Facility Security Code (ISPS Code) in 2002, and became effective from July 01, 2004. Although Taiwan is not the member in United Nations, shipping industry is very important for the economic in Taiwan. Therefore, it’s a critical issue to improve port security. When the related international convention became effective, port facility security action has been carried out by port authority synchronously in Taiwan. For keeping the port facilities comply with the ISPS Code. Every year, port authority (Maritime and Port Bureau, MPB) convene related organs to carry out annual inspection to enhance the port security.
According to the ISPS Code, the period of validity of the Statement of Compliance of Port Facility (SoCPF) should not exceed 5 years. Although MPB made regulations for annual inspection, there’s no related regulation for renewal inspection. This study is conducted the renewal verification mechanism of SoCPF for international commercial port in Taiwan. Make five dimensions and 33 evaluative factors by referencing academic journals. Research objects are including MPB, Taiwan International Ports Corp. LTD. and the port facilities in commercial port. By Grey Relational Analysis(GRA), the renewal measure is the most important in five dimensions, and the renewal training is the most important in 33 evaluative factors. Also, Research objects understand renewal verification but procedure. They think make the measure is important.
Finally, building a renewal verification mechanism and evaluation form of SoCPF which is based on the result of GRA to apply to the international commercial port in Taiwan, and providing suggestions on port security for related organ as well.
