In recent years, cruise tourism in European and American regions had been gradually saturated, so large cruise companies started to expand their routes to Asia, and that made cruise tourism in Asia grow at an amazingly fast rate. Many cruise companies started to move their focus of development to Asia. Seeing the huge business opportunity, government formulated a series of tourism policies, and so did government of Keelung. Cultural and creative industry got the opportunity, and made good use of port of Keelung’s blessed ocean city nature to draw tourists here. Based on official data, number of passengers coming in and out of the port has gradually increased in the past few years. These tourists, coming either from the cruise ships, or for the cruise ships from other counties, had changed the pattern of port of Keelung into a recreational port. During the transformation, both local and central government developed related policies to draw tourists, hoping to drive nearby industries to grow and bring money into the city, as well as to enhance tourism industry in Keelung. Inevitably, there are many difficulties in such transformation. If the government and port business operators and improve those shortcomings after transformation efficiently, and make tourism and related industries prosper, more tourists would be drawn here and stay. However, with limited fund and time, how to elevate tourism industry in Keelung effectively becomes an important issue. Using AHP (Analytic Hierarchy Process), this research is to investigate emerging challenges after the transformation of port of Keelung, to propose the list of priorities, and to provide strategies for advancement. Our analysis show that respondents think improvement and maintenance of old public constructions should have the priority.
