Because of this, the purpose of this study is to systematically explore the operation of the service quality of government agencies' master planners by using the quality function expansion method. This study intends to use the definition of service quality proposed by foreign scholars and the tools for measuring service quality as related service quality. Based on fuzzy theory and important / performance analysis methods, this paper analyzes the data obtained from surveys of service requirements of the chief planners, and introduces the five evaluation factors and their included service attributes into the quality function, and then converts the needs of the chief planners. As the quality and technical requirements of the master planners, the priority for the implementation of feasible solutions to improve the service quality of the planners is finally found. According to the results of this study , the two projects that need to be improved to improve the service quality of government agencies’ planners are in order to provide the public with a satisfactory answer and the interior of the master unit's office has modern equipment. The timeliness and correctness of service quality improvement should be kept under control. and continue to understand the needs and satisfaction of the public opinion, as a follow-up to promote service quality assurance of important reference, analyze the results of this study hopes to provide relevant recommendations for improvement of the unit there is a reference to the implementation of the policy or the development of norms.
