The economic and tourism development in Kinmen, Matsu and Penghu also depend on the Mini-Three Links to create markets. The development of the Mini-Three Links ferry transportation is not only the active involvement of the shipping operators but also the government. Therefore, this study applies Fuzzy Hierarchy Process (FAHP) to develop the transformation strategies for Mini-Three Links ferry transportation. First, the study compiled each aspects and criteria through a literature review, then applied the Fuzzy Delphi to establish a hierarchical structure. Secondly, divides the transformation strategies for Mini-Three Links ferry transportation into Business Strategies of Shipping Operators, Cross-Strait Laws and Regulation, and Port and City Development Planning three parts. Finally, applies FAHP to calculate the weights of the aspect and criteria. This study finds that the “Port and City Development Planning” is the most important aspect, which means that ferry passengers can be attracted by local development, and the “Mini-Three Links yacht regulations” is the most important criteria.
