There are many external factors that affect the stability of inventory. The circumstance of inventory misplaced that is proposed in this paper is very common in the present situation. It is easy to drop the performance of the overall supply chain. Accordingly, we discuss the issue of misplaced inventory and possible phantom stock-out for the distributor and retailer in the three-echelon inventory system. The scenes of study are as follows: (1) the traditional inventory misplacement must rely on the inventory counting. (2) in order to shorten the time of counting, radio frequency identification (RFID) technology is added to the supply chain. Assume that the problem of false stock-out will occur at the end of the batch cycle; this study builds a third-order integrated inventory model that considers inventory misplacement. In order to maximize joint total expected profits, that model integrates suppliers, distributors, and retailers to find the best combination with using the algorithm. In order to discuss the combination of the various plans, we take the measurement of the conditional value at risk, then evaluating possible loss of phantom stock-out with the conditional value at risk.
