However, floral aesthetics is the main designing force for fastening the policy direction. Taiwan promotes exquisite agriculture and encourages flower cultivation. Yet, the domestic sales of flowers in Taiwan can’t be improved, and the domestic floral designers can’t focus on promoting the cohesion of the industry. What is the reason? The author has engaged in floral teaching for more than 30 years, and knows well real issues beneath. Due to government’s ignorance of problems for years, the national certification accreditation system for floral designers cannot be implemented. This paper is to discover and disclose the issues by the methods of paper review and interviews. Chapter one is the introduction, including research motivation, research background and purpose. Chapter two is to discuss the origin of flowers, east and west floral aesthetics development introduction, as well as Taiwan's current license and foreign license introduction. Chapter three, the research with paper review and qualitative interview methods, study the issue in depth. From the research methods, in Chapter four, the author finds causes for Taiwan license from the norms to stagnation; no authority takes charge in the floral aesthetics industry, and the applications for the resumption of accreditation of the flower design technician, still idle. The authority of Taiwan's flower design industry fails to promote the industry well and leave it as disarray and unattended. Chapter five is the conclusion. The author sincerely suggests that (No.13700) for floral design technician C and skill B verification license certification can be officially executed. Also anticipates formal floral design studies can be implemented into technical education and dual-system education, so that gap between employers’ needs and training results from education system can be narrowed, and ultimately, implement the certification systems of various skills that contribute value to floral aesthetics.
