This research adopts qualitative research approach, inviting 5 senior staff holding post in an employment service agency over 5 years to participate in, and using a semi-structured interview to collect data. The data was analyzed in thematic analysis inducing 4 common subjects to present the adjustment process of senior staff. The results of the study were the work dilemma of senior employment service staff, the adjustment process in a work dilemma and response strategies.
