Adopt literature review and collection, as well as experts’ interview as reserach method, this study emphasized after article 52 of the employment service act amended, private employment services institutes have been influenced from three issues, manpower shortage, government laws, and cost increase. In conclusion, serveral suggestions were provided for government.
