Summary: | 碩士 === 國立臺南大學 === 環境與生態學院環境教育碩士在職學位學程 === 106 === The rural agriculture development in Taiwan is facing unprecedented challenge due to the government policy shifting and continuous global industrial revolution in the last few decades. Among the challenges facing the rural areas, the aging population and low birth rate, as well as suburban exodus of young generation are the key factors. Therefore, in order to address the rural agriculture development, government policy needs to address how to reverse the suburban exodus.
This study we selected three communities in Tainan City that had taken rural regenerative bacon courses and received the National Environmental Education Award. We conduct survey and in-depth interview with community cadres, volunteers, residents, and returning youth. We hope to discover the inner truth and feedback from the community in order to understand and analyze the impact of new rural transformation policy.
This study shows that the rural community “rural regeneration” and “environmental education” programs still requires better collaboration between government agencies and communities in order to maintain a sustainable executive performance. Among the interviewees, the residents and volunteers expressed negative, neglect, and hopeless in regard to result of the programs, although the cadres of Community Development Association feel positive views on the effectiveness of the reform. In this study we also conduct another statistics analysis based on the interview feedback. We categorize the data based on roles in community, and map to our study subject to find statistics evidence, and hope to better understand the source of issue.
Finally, this study analyzes the possible reasons for the main conclusions and proposes that “the government should actively face the declining phenomenon of rural communities and assist rural development from primary production and rural characteristics” and “organizational improvement of community development associations”. Should be reviewed and other recommendations. I would like to propose "coaching to return to the countryside to obtain agricultural land from agricultural youth, improve the agricultural product sales system and the old system", "enhance the vision of rural residents to promote the future development of rural communities", "cooperate with individual rural characteristics, and moderately open non-polluting industries." Relevant suggestions, such as entering the general agricultural area, can be used as a reference for follow-up researchers and government agencies.
