This research is based on the curriculum model of art , propose the theoretical framework and design courses with document analyses. It abides by the course objectives in the field of Arts and Humanities in Grades 1 to 9 Curriculum Guideline: “ To explore and to display”, “ To be aesthetic and to comprehend “ and “ To practice and to apply” . It is developed into six unit teaching activities and conducted teaching with the process of action research . This research uses 18 fifth and sixth grade students at Pantao Elementary School in Miaoli County as the implementation subjects. The purpose of the research are as follows: 1. To investigate the the relationship between multiculturalism and art education. 2. To design a series of course that integrates the multicultural issues in visual art instuction for the fifth and sixth grade students at Elementary Schools. 3. To investigate the applicability of the multicultural issues in visual art instruction for the fifth and sixth grade students at Elementary Schools. Based on the research purposes, the conclusions are listed as follows: 1. Multicultural art education is the integration of multicultural education into art education. It helps students understand the fuction of art in different cultural grain acrossing language barriers. It provides students with a better cross-cultural comprehension, and trains students to understand and appreciate multiple culture with the diverse angle and different cultural vision. It promotes cultural respect and harmony of human relations, and trains students to adapt to a diverse world. The content of the curriculum should be focused on the life experiences of the students’ cultural groups. The teaching activities should cover four aspects of art education: “ artistic creation “ , “ art history “, “ aesthetic attitudes “ and “ artistic criticism “ . The teacher should encourage students to learn, share and enjoy with each other, and can evaluate in a variety ways. 2. The researcher collects the multicultural resources available and designes courses that integrate the multicultural issues in visual art instuction for the fifth and sixth grades. It takes “ Pantao art world “ as course theme , understanding and respect as the purpose that develop courses into six unit teaching activities. 3. The curriculum content of this course is rich and diverse with instructional media. Expanding the teaching area increases the interest and the learning effect of the students. Students start to cherish the traditional cultural technical skill and realizes the importance of cultural preservation through the art creating. It also promotes the interpersonal relationship and learning accomplishment of the students through cooperative learning. It enhance the abilities of appreciation and speculation through appreciating diverse works. Students tries to think about the relationship between people and the environment . The teaching activities help students to cultivate the multicultural literacy. Based on the results, this study proposes some pedagogical implications and suggestions for furture research in the end of the work. Keywords: multicultural, visual arts teaching, art education
