In the study's enrollment strategy, industry gap, and low births reference, many experts and scholars have proposed many solutions to higher education. Admission strategy advice, but these strategies are far beyond the scope of the researcher's ability to implement. The TRIZ method has three important viewpoints. 1. The solution to key problems is the range and things that researchers can change. Therefore, it only analyzes and proposes strategic suggestions for the problems that they have the ability to solve. 2. The research team should have different fields. The expert members to find out the subjective ideas of their interactions to meet market demand, 3. to solve the problem is a win-win situation, no one is compromised, so this study combines the TRIZ tools with qualitative research methods, systematic logic deduction will be the problem Conduct in-depth analysis. The TRIZ method includes situational problem description, current situation questionnaire, causal matrix comparison scale, Root Conflict Analysis (RCA+), business and management contradictory matrix, 40 creative principles, and multi-criteria decision making tools. This study uses current situational situation descriptions and current situation questionnaires to define the problems to be solved in the higher education literature. The key problem is that students lack interest and then use the causal matrix comparison scale to map the current situation into root conflict analysis. The problem will be solved. The relevant reasons are analyzed; the conflict problem is then found in the contradiction matrix of business and management to identify the corresponding creative principles, and then the idea of the creative principle corresponds to the content of the conflict to propose the strategy, so as to obtain a solution to the decrease in the number of applicants for higher education. Finally, using multi-criteria decision-making matrix analysis, all strategic proposals were established for short-term, medium-term, and long-term planning based on effectiveness and time for launching strategies. The results of the study show that the strategy recommendations focus on student learning effectiveness and training practices to provide advice on future enrollment strategies for higher education.
