These strategies can support those different agencies transfer or exchange information, and provide innovative services to meet public needs. In Taiwan, lots of health open datasets have been published by the Ministry of Health and Welfare and its affiliated organizations. This research checked through the government open data platform and interviewed with the information providers. This thesis also studied the feasibility of introducing the data exchange standard for increasing the health open data availability. Referring to the International Medical Information Standard, the Extension Markup Language (XML) format can be validated by its schema. Hence, in order to improve the integrity and portability of medical data, the research focuses on developing a format translation tool which is able to produce validation schema. Through the research, some parts of health dataset was found that has the same or similar field name. By those signs of information regularity, the existing open datasets can be roughly divided into two categories. The majority of the health open datasets are the location of medical resources. Such as the organization name and address fields both can be used to build value-added applications. This article uses those resources as an example to present by electronic map. The aim of this thesis, therefore, is to believe that the standardization and visualization tools may assist health bureaus to effectively promote the value-added applications of open data and enhance the efficiency of administration.
