In order to fulfill both local and international passengers’ demands, the government works towards a sustainable and environmental friendly development as well as increases the capacity transit of branch line of Taiwan Railways Administration (TRA). Apart from purchasing new equipments and vehicles, subjects such as operation management, technical skills, and knowledge management are all significantly important. However, the government system and the operational structure nowadays lead to difficulty with the existing procurement planning; for instance, the introducing of the new vehicles, the efficiency of maintenance, the inheritance of the technique, and the staff training. In this research method, in order to clarify each stage of the procurement planning which influence the maintenance of railway vehicles and the usage of human resources, besides the references, there was a series of interviews with senior managers and retired executives from TRA in-house departments, related railway technology associations, and railway industry vendors. Moreover, we invited the former technical consultant who had occupied important positions in Japanese railway industry to share Japan’s experience of procurement planning, inheritance of the techniques, and staff training as a specimen for Taiwan. Based on the analyses, in addition to the influence of the governmental system, the professional abilities of the TRA staffs, the efficiency of the procurement planning, the cultivation and evaluation of talent, and the integration and management of knowledge and technique are all going to affect the results of procurement planning. This research suggests that besides optimizing procurement planning, other aspects such as talent cultivation and management, knowledge acquirement, as well as the establishment of railway technical research center are all significant keys to the best outcome.
