It begins in developing and debating of neo-realism and neoclassical realism. Taking the reality of the de-militarization of Japan after World War II as the background, discussing the Japan’s foreign policy turns to pacifism diplomacy. Due to the effect of the Article 9 of the Japanese Constitution, the United Nations as the center and the U.S.-Japan alliance, Japan uses the economic diplomacy to resolving the international disputes. Through the background of Japan-Russia territories negotiation processes, compares the core of Japan''s foreign policy changes from before and after the Cold War. It goes from “politics and economics inseparable” policy to “expanded equilibrium” policy. Besides, under the overall diplomatic policy of “expanded equilibrium” after the Cold War, discusses using the economic diplomacy as the approach on Japan''s territorial negotiation strategies. The analysis of economic diplomacy strategies is the main body of this study. Analyze the overall Japans’ economic diplomatic policies, programs and actions between the end of the Cold War and the second Abe administration, which mainly focused on economic aid toward Russia. Furthermore, try to explain the strategies and purposes of applying these economic diplomacy policies on territorial negotiation. In addition, the frequent interaction between Abe and Putin during the period of the second Abe administration was unique. Thus, in particularly observes Abe’s “new approach” of economic diplomacy on the Northern Territory negotiations. Strengthened a new study on how japan reaches the advantages of territorial negotiations with Russia through economic diplomatic strategies.
