O. C. (MOTC) proposed expanding the gradations of local festivals to promote the domestic industries and create the employment opportunities. Through the characteristic local festivals, the MOTC proposed integrating the publicly-operated resources with privately-operated re-sources, the tourist resources with the agricultural products, the natural resources with the cultural characteristics to shape the positive image of locality to reform the difficult position of local development. Moreover, the MOTC proposed the “Challenge 2008 Six – Year National Development Plan” in 2002. There were two purposes of “Taiwan   Double”: first, attracting more tourists to earn more tourist revenue through characteristic local festivals; second, shaping the positive image of Taiwan to promote its international fame. Therefore, both the government of big cities and small countries held the local festivals positively to achieve the best benefits.   A local festival with wealthy contents can attract more and more tourists coming to the locality. Adversely, a local festival with poor contents can only earn the negative rep-utation for the locality. There are lots of factors which can influence the last achievement of holding local festivals. Therefore, the main purpose of the research is to find out the evaluative factors of holding local festivals. The research method can be divided into three parts: first, categorizing the positive factors of holding local festivals through lite-rature review; second, taking ‘efficient facet’, ‘social facet’, ‘cultural facet’ to execute facet analysis and design a questionnaire; third, inquiring the relative public departments, private groups of holding local festivals and the exports who domain in relative fields to figure out the different respects between the public departments, the companies and the residents to establish the evaluative factors of holding local festivals. Through the evalu-ative factors, the public departments and the companies holding local festivals can un-derstand the local residents’ needs.
