The elementary education is the basic core of cultivating talents. The principal is the leader of the school. How the elementary school principals use innovative leadership thinking, demonstrate power strategies, and combine teacher community interaction to improve school effectiveness is indeed a topic that all elementary school educators pay attention to today.   The purpose of this study is to understand the status of principal innovation leadership, power utilization strategies, teacher community interaction, and school effectiveness of public elementary schools in Kaohsiung City. This study explores the different effects of background variables on the four variables and analyzes the relationships between the four variables. Finally, this study attempts to verify the impact of these factors.   This study adopted questionnaire survey method. The samples were 682 teachers selected from 64 public elementary schools in Kaohsiung City. The statistical methods in this study included: t-test, one-way ANOVA, Scheffe method, Pearson correlation, and the multiple regression analysis.   The results indicated that the principals’ innovation leadership has significantly and positive influences on school effectiveness, power utilization strategies, and teacher community interaction. Power utilization strategies and teacher community interaction have significantly positive influences on school effectiveness. Power utilization strategies and teacher community interaction don’t play mediating role in the relationship between principals’ innovation leadership and school effectiveness.   In the end, this study is based on the results to provide concrete advices for reference to educational authorities, elementary schools, and follow-up researchers.
