Study on Administrative Readjustment and Faculty Reorganization of National Primary Schools in Pingtung County

碩士 === 國立屏東大學 === 教育行政研究所 === 106 === 　　This study is based on the 2002 plan to promote the “National Primary and Secondary School Reorganization and Manpower Planning Pilot Program”, from the data through September 1, 2010. At the same time, investigating the effectual influences of the Program on key personnel, main accounting services will serve as the key research background. As well as discussing the impacts on the schools’ administrative duties, organization and staffing. The study will use qualitative research and analysis, and in-depth interviews to examine the current difficulties as faced by the teaching and administrative personnel in the educational field. Then provide solutions to the problem of the effectiveness of personnel concurrently carrying out different administrative duties and accomplishing tasks. 　　The study will demonstrate how the information was gathered, summarized then compiled, in order to attain the results. This study found that the related administrative personnel reorganization is inter-related with the “Strategic Reconstruction” concept. Furthermore, in respect to the ongoing implementation of “Full-Time Accounting Agency” and “Full-Fledged Accounting Merger Agency” requires a preparation of 30 to 50 people. Even before the full implementation of programs such as “combined set Personnel Office” at national high schools and primary schools, the demand for administrative assistants at each school has been extremely high. 　　As for the teaching faculty, the Ministry of Education was planning to utilize “Number of Learning Sessions” in calculating the staffing of teachers in each school. However, due to financial issues as faced by the different counties and municipalities, the schools instead adopted the “Acquisition of Substitute Teaching Assignments” method, in order to meet the national primary schools’ “Reasonable Teaching Assignments” reasonable number of 1.65 teacher per class. Pertaining to the necessities of adjustment and its impact to the administration and organizational faculty, this study will build on the concept of “Consolidated School District Office”, in building a professional teaching staff and full-time administration that meets “Diversification of Public Education”.
