As a result, within eight years’ time they have gradually built up to the policy goal of 200 thousand social housing units. In the related research that has been done on social housing options, Niu Rongrong (2017) explored the planning and implementation of the policy itself; Fan Yang-Dai (2017) examined spatial planning and design; and Yeh Hsiao-kang (2017) conducted a financial feasibility assessment. However, a systematic study which examined the housing characteristics needed by the disadvantaged groups, the amount of rent they would be willing to pay for such housing and the influence that personal characteristics might have on rent levels for the social housing among different disadvantaged groups had yet to be been conducted; thus, this thus currently study found its motivation. This study issued questionnaires to people listed on the 2016 Pingtung County Government combined residential rent subsidization application roster, sending out a total of 160 surveys— 93.75% of which were returned valid. This paper employs the hedonic rent model, factor analysis, one-way ANOVA and the Chi-square Test to conduct analyses, and it examines how the variables of hardware infrastructure, software services, and location accessibility influence the willingness of the different disadvantaged groups to pay certain amounts of rent. Secondarily, the study looks at the variations between different disadvantaged groups with respect to the management of social housing (management method, length of rental period, square footage). Finally, it looks at whether the personal characteristics of members of different disadvantaged groups influence rent payment for social housing.   The research reveals that with respect to factors influencing the willingness of different disadvantaged groups to pay social housing rent levels, there is a significant variation when it comes to the accessibility of the location of the building. There is also a significant variation with respect to the spatial needs in the social housing among different categories of disadvantaged groups. Finally, there was a significant variation with respect to personal characteristics and willingness to pay rent levels among the different categories of disadvantaged groups. In sum, in the future, when the government is making such plans, consideration should be given to the different needs of different categories of disadvantaged groups to avoid a situation where the policy plans do not meet actual needs, thus creating dilemmas within what would otherwise be excellent policies.
