Many architectural spaces derive idle space because they can’t keep up with the development of the times, and so does the idle space of the campus. As the time went by, they become old buildings on campuses. The enrollment in every school is not enough because of the decreased birth rate. In the meanwhile, it also causes the classrooms to be vacant, which in turn creates idle space campuses. How to effectively activate and recycle the idle space on campuses has become the key point of implementation. However, the activation and reuse of idle space need to invest a certain amount of manpower, material and time. Based on the school’s financial considerations, many schools choose to combine the private funds and experience to complete the activation of the idle space on campuses. Therefore, this study will target the national colleges and universities, and will focus on the actual case of idle space to activate and reuse in the existing campus idle space, and taking the idle space of National Kaohsiung Normal University campus as the case in this study. Through literature analysis and case study, we explore the process of reactivation for actual cases and collect related operational procedures to provide a set of follow-up schools that wish to activate and recycle idle space on campus through private participation in public construction standard operating procedures. Summarize the research results, the standard outflow can be divided into two major aspects: preparation before school and participation in public works.
