| Summary: | 碩士 === 國立高雄第一科技大學 === 環境與安全衛生工程系碩士專班 === 106 === Reviewing the current Agency Inspection system of Hazardous Equipment is the main issue of the thesis. Most of all the directors and supervisors of the existed inspection agencies, Nonprofit Juridical Association, were the manufacturers and the end users of hazardous equipment was found through the initial survey. There are doubts about the system to referee themselves. It is also noted that the authority of these inspection agencies was not contained as the inspection agency is designed by the purview of the inspection and it leads to the agency’s no competition and the business entity’s no choice. The results of the periodic inspections in 2016 shows 18,098 sets with 1.99% defective rate by China Boiler Association, 20,392 sets with 0.75% defective rate by Chinese Industrial Machinery Association, and 24,388 sets with 1.2% defective rate by Industrial Safety and Health Association of R.O.C.. From the above statistics, China Boiler Association has the the highest defective rate but the least inspected sets. There appears to be inconsistency in inspection standard.
Besides the government, the Accreditation Body, like UKAS in UK and ASME in U.S.A., supervises the quality of inspection in advanced countries in Europe and America. By contrast, our government still carries out the domestic agency inspection system for hazardous equipment. Lack of the accreditation of quality management system makes the inspection system imperfect. Taking the measure of the accreditation is needed and could strengthen the quality of performing the inspection. At present 3 inspection agencies were certified to ISO 17020 under the supervision of Ministry of Labor. In the future, the advancement of the independence and the fairness of their performing will be proven by the results of the inspections.
Currently, internal and external inspections of the hazardous equipment are conducted during the periodic inspection. For the internal inspections, open inspection is the main method supplemented by increasing the internal inspection intervals or other inspections. The applicability of the standard, the method and procedure and the open interval for the inspection shall be reviewed because of the advanced technique and material and the more types and amounts of the installing equipment to comply with the Risked-based inspection, RBI. Another study is the issue about the legality of the referred requirements of RBI for reviewing the increasing internal inspection intervals or other inspections.
