Due to rapid economic development, the national income has been increased greatly, and the development of science and technology has also allowed people to have a more convenient life and more recreational time, such that many outdoor activities have become popular, including fishing. According to the statistics, there used to be 2 million people joining fishing activities in Taiwan as a peak record, and the sea fishing population accounted for about 40%. Today, the fishing population is decreasing gradually due to the influence of government policies and the environment, as well as the difficultly of fishing activities. In Taiwan, the most popular fishing method is sea fishing, regardless of the fact that sea fishing requires very complicated preliminary preparations and post arrangements. Further, its equipment that need to be prepared are also the most. If the cumbersome part of the sea fishing activity process could be improved, fishermen could enjoy the fun of sea fishing more easily. This research is mainly to understand the inconveniences encountered by fishermen in sea fishing activities and to resolve and address those inconveniences, so that the fishermen could have better fishing experiences. This research mainly focuses on the fishermen of sea fishing. Through analysis of interviews and questionnaire surveys with 32 users and 10 experts, the collected data are summarized and the QFD method is used to appraise importance and relevance. The appraisal shows that the new handling tool driven electrically by the battery of an electrical reel can resolve the trouble of fishermen with respect to forward and backward transportation of equipment. The design guidelines are as follows: 1. Easy movement: The weight of equipment is bearable without shaking during the handling process; 2. Reduction of time of handling: The equipment that can handle a variety of equipment at one time is used to reduce the trouble with respect to the times of handling; 3. Combination with fishing tackle: The number of equipment to be handled is reduced by the combination with other equipment. The rationality of the concept draft is tested through prototyping, in addition to discussion with experts and modification, to complete the final refined model, which is then tested by three experts to perform a post test, thereby identifying whether or not the original design goal and guidelines are achieved. From the results of the post- test, this product can achieve the expected goal after the post-test performed by the three experts.
