However, Fintech development seems uneven around the world. This study covers 49 countries across five continents (Europe, Asia, the Americas, Oceania and Africa). Using the Human Development Index from the United Nations Development Programme (UNDP) to measure the degree of national development, we divided 49 countires into three groups: Very high human development countires, High human development countires and Medium-Low human development countires. This study examines the effects of financial development, information security, company regulation, government regulation, technology acceptance and organizational culture on the Fintech development. Furthermore, we analyze the different effets across three groups of counties. The results of this study show that technology acceptance is the core factor of the development of Fintech. Moreover, in Very high human development and Medium-Low human development countries, the finance development is negatively related to Fintech development. While information security is quite important in countries with Medium-Low human development, it is not significant factor affecting Fintech in Very high and High development contries. Finally, for the Very high development countries, the better regulatory efficiency and the organizational culture with high individualism, high indulgence and low power distance create a good environment for Fintech development.
