Some social phenomena, such as salary stagnation, low birthrate, and high ratio of house price to income, have been impacting the patterns of consumption. Through the survey of household income and expenditure, this article studies the shifts of various types of consumer spending during different stages of economic cycle at national and county levels to comprehend the changes in the patterns of consumption in the period of the business cycle and economic growth. The results show that in the period of economic recession, the general household spending on food, clothing and furniture has dropped sharply and that the house price is declined but the income has decreased even more. Also, at the meantime, college degrees with less value caused by education reform and competitive job markets and other factors have triggered the family’s demands for medical service, leisure, and education to hike, and the total consumer income and spending elasticity has decreased even further. Those weaken the ability of the general family to deposit savings and result in the delay of getting married and delivering the first baby plus low birthrate. The conclusion from the relation between the birth-rate and the household income of this study shows that in south (Tainan and Kaohsiung not included) and east region of Taiwan, those two are highly positively correlated. To alleviate the impact of these phenomena, this paper suggests that the government can refer to Singapore's housing policy to ease the burden on young people in our country. Through this research, we can provide the information of income elasticity of different types of consumer spending in different counties and cities, so that the central and local governments can make a best plan for our current economy and find a way to do resource integration and social welfare support more effectively to solve the problem of the long-term salary stagnation and the widening gap between the rich and the poor.
