At present, society faces structural changes in the elderly population, over-concentration of medical resources, and the gradual widening of urban-rural gaps. In order to improve the accessibility of public health care needs and service quality, it is hoped that decision-makers can use this research result to make better use of the planning and allocation of existing funds under a limited budget to balance regional medical development and improve overall medical service quality. This study uses the statistical data of the Ministry of the Interior 2016 to examine the distribution efficiency of medical systems in 19 counties and cities in the country. In view of the analysis of the relative performance of peers with multiple criteria decision, the Data Envelopment is selected. Analysis, DEA), as the analysis method for this study, and based on the tens of thousands of dependent population, uses the 2016 five measures of medical resource variables (medical institutions, number of beds, number of physicians, number of other medical personnel, Number of Nurses) This study assesses the efficiency of medical resources of the entire population and dependent population in each county and city, and analyzes the differences in order to understand whether there is further demand and room for improvement in the allocation of regional medical resources after considering the distribution of dependent population. The analysis results of this study depend on the proportion of different populations in different counties and cities. And depending on the population which indirectly affects the medical needs, the results are significantly different: (1) Comparing the medical resources of the entire population of each county and city, the medical resources are most insufficient in the top three regions, namely Miaoli County, Hsinchu County, and Chiayi County. (2) If the dependent population is considered, the three areas with the most limited medical resources are Chiayi County, Yunlin County, and Taichung City. (3) Comparing the allocation of medical resources between the general population and the dependent population, the medical efficiency of Miaoli County, Hsinchu City, Hsinchu County,Changhua County ,Chiayi County and Yunlin County fell most, indicating that medical resources of the dependent population of these three regions need to be added to meet the medical care of young children and senior citizens.
