However, according to the new policy announced by the Ministry of Education, qualified school security staffs should be employed to join and strengthen the security work in school, so as to continuously maintain the normal operation of school security and gradually replace the functions and duties of the present military instructors.   This study uses documentary analysis and in-depth interviews. 4 high school security staffs, 4 military instructors, and 2 school staffs in Kaohsiung City were interviewed. The contents of the interviews were compiled and analyzed according to the important factors in the roles transition theory, to identify possible problems and currently existing difficulties, think about how to make changes, and find out favorable proposals for the new policy.   Findings and Conclusion 1.The school security staff acted by retired military instructors can be fully competent with implementation and performance in their duties and well compatible with the existing military instructors. 2.The retired military instructors transferred to be school security staffs are generally dedicated to their career in education. What they need is not a high salary, but more support, encouragement, and friendly treatment in campus environment. 3.School security staff, on an annual appointment contract, are not regular employees of school system. It is not easy for them to secure a sense of belonging in schools, where the school security job itself lacks job security. 4.The job of school security staff encompasses a wide range of tasks related to the functions of various departments and offices of a school. It is not easy to define and clarify the duties and responsibilities involved in this job. 5.To promote the value of the position of school security staffs, it is essential for a school security staff to have a positive attitude, to be enthusiastic in service, and to engage in continuous learning. 6.What matters is not whether military instructors exit schools or not, but in the end who should be responsible for security on school campuses.   Finally, according to the results of the study, suggestions were made for the reference of educational administrative authorities, school institutions, school security staffs, and future research.
