The research process can be roughly divided into two stages. In the first stage, the relevant criteria or factors are collected, integrated and established. The guidelines and factors are all discussed through the adjustment of the Delphi method, verifying convergence with the first-stage questionnaire eventually became one of the factors in the research framework. The second phase will be related to join the research framework, the use of ANP network analysis method, through the ANP expert questionnaire to find out the importance of the ranking of various factors as a procurement decision model, the model from the three solutions Find the best solution. According to the results of the two-phase questionnaire in this study, experts believe that quality face is the most important key level among the three levels, while safety certification, visibility and project cost are the most important key factors in each group. Finally, this study ends with the management and academic viewpoints. It is believed that through the examination of industry and official experts, it is of considerable reference value for the future development and evolution of LED lighting project procurement decision-making.
