The change has made the world's geostrategic map has undergone dramatic changes as well. The map of international powers has evolved from a bipolar game played the USA and the USSR to a game played by one super-power (USA) and several sub-super-power countries. Given the Central Asia and Eastern Europe are not completely following these strong players, a phenomena of power vacuums and open “multi-polar” situation have emerged in these areas. The stronger players around these countries are the United States, China, Japan and Russia. Russian-China relations have become the focus of global attention. After the end of the Cold War, China and Russia started to promote their military cooperation under the threat of geopolitical containment of economic reforms. Given the NATO’s eastward expansion and Treaty of Mutual Cooperation and Security between the United States and Japan block the development of China and Russia from both east and west, the Russia-China relation evolve from friendly country to not only "constructive partnerships," but also "strategic partnerships," In 2012, the ‘China-Russia Good-Neighborliness and Friendly Cooperation Treaty’ was signed by the leaders of both countries. The cooperation between the two countries has expanded from political domains to military domains. The Sino-Russian military-technical cooperation has completely resolved the border issues of the two countries for many years, and promoted the rapid development of the China’s military modernization, which has had a severe impact on the Asia-Pacific situation. However, due to the "China Threat Theory" and the Chinese Communist Party's reversal of engineering research and development of self-made weapons and other factors, the scope of cooperation between the two countries is limited. In the face of the rapid expansion of the PLA’s military strength, the cross-strait military forces are seriously out of balance, and how defense operations should respond should be worthy of follow-up observation and research.
