Due to highly organized, rapid mobilization, powerful weapons and other advantages, in addition to the traditional military security defense, role and function of adaptation needs to expand over the diversified military operations other than war. In present environment, the armed forces of Chinese Communist Party have been mainly exercised from the wartime "military operations" to peacetime " military operations other than war ", especially in the practice of law enforcement. The representatives of both the armed forces and the police authority are: on land, the China Armed Police who is responsible for stabilizing the internal affair;over the sea, China Coast Guard who is in charge of integrating and managing maritime law enforcement. Looking backward to the armed forces of R.O.C, the typical military might that are authorized police and armed forces are: on land, R.O.C Military Police who is authorized police and army;over the sea, the soldiers of Coast Guard Administration, which is the dedicated agency to enforce maritime law. Through the study of the laws, functions and present obstructions existing in the exercise of law enforcement under diversified military operations other than war of the China armed Police and China Coast Guard, we can rethink the value and development of our country’s armed forces under military mission diversification.
