Under the guidance of the supervisor, we completed expert in-depth interviews and three rounds of Delphi expert questionnaires. According to the statistic data analysis, we summarized five critical factors as follows: (1) Cultivate personnel for scientific research and practical applications. (2) Different operational requirements due to the transformation of the digital economy. (3) Globalization accelerates the development of artificial intelligence in industries. (4) Mature IoT information accelerates the development of artificial intelligence. (5) Big data + deep learning + 5G progress The above five critical factors will provide government agencies insights to implement the cultivation of AI technical personnel and downstream practitioners to make up for the personnel gap. Enterprises and personnels must keep up with the transformation of the digital economy, and learn second specialties in response to changes in the operation requirements. In the face of globalization, only full automation can help componies stay competitive. Now that the development of the IoT is more mature, the trained data is the best material for AI. Through deep learning of the trained data, coupled with the fast hyperlinks of 5G, AI can be even more powerful. Taiwan could have international importance if we develope crtical success in AI. AI replacing human work is a fact in the present. Our government, people, and enterprises must not neglect it. We should accelerate the pace in matering AI technique, and the integration of cross-domain knowledge with AI. "AI+X" is the goal, all experts must work together to make full use of AI's resources and capabilities. AI could be the biggest turning point of Taiwan.
