Since the financial industry is large, integrated, internationalized and liberalized is the development direction of domestic financial institutions, and domestic banks because of limited market, in the case of Go round banks in order to survive and maintain continuous growth, so in the domestic bargain rob market situation has not improved and more and more serious. In order to solve the problem of excessive and fierce competition among the domestic bankers, the government in 2000 adopted the "Financial Institutions Merger Law" and July 2001 "Financial holding company law" to standardize and provide the basis for bank merger, give full play to financial institutions and strengthen the merger supervision of financial trans operation, promote sound development of financial markets and safeguard public interest. Taishin bank in 2005 under the government-led international bid to obtain a 22.55% stake in Chang Hwa Bank to become the first major shareholder and to obtain the right to operate the bank, Taishin bank, although put forward many consolidated proposals are not successful. Even in 2014 under the operation of the Ministry of Finance to charge more power to the advantage of the new loss of operation. The dispute over the equity merger of the case has been delayed for more than 12 years and is still unresolved, resulting in a loss-losing situation arising from lawsuits between businesses and governments. This study aims at the coherence and consistency of government policy and the reasons for failure to fulfill the contract, and finds that the " consolidation of public banking sector " extended the buy back of the bank's equity chips or the approval of Taishin bank to increase the shareholding to more than 50% or by the Taishin bank combined with the third forces direct access to Chang Hwa Bank, such as the above proposal or can successfully resolve the dispute over the case.
