International Standard Organization (ISO) has developed ISO 39001 road traffic safety management system (RTSMS) to reduce fatalities and serious injuries due to traffic crashes since 2012. Although there are lots of compelling evidences which prove this safety management system can actually benefit countries, organizations and people, research seldom discusses the intention of implementing the system and the influencing factors. Hence, this study aims to develop an RTSMS ability scale to evaluate motor carriers’ abilities and to bridge the gap of RTSMS. Moreover, this study also constructs the relationships between intentions and influencing factors based on Theory of Planned Behavior (TPB). The study result manifests that abilities, attitude and subjective norms are positively and significantly correlated with intentions. In terms of safety management, motor carriers have the poorest performance on “Identify and correct the potential risk of all procedures”. Last but not least, the result shows that passenger carriers and carriers that pass other ISO certification have relatively higher intention and abilities to implement RTSMS. The study result can assist the government to make administrative policies of RTSMS.
