If not properly handled, it not only causes secondary pollution of the environment, but also wastes recycling natural resources. In recent years, there has been fierce competition in the domestic waste business. The operators are committed to investing in technology, talent, and facilities. They continue to improve their manufacturing capabilities and communicate with foreign technology companies. They also think about investment plans and expansion plans. It is to stand firm in its competitive position and to face more volatile and severer competition than ever before. This study is based on the author's participation in the evaluation and decision-making process of privatization bids for business waste. It hopes to construct a set of financial benefit assessment tools and assist companies in formulating strategic plans for bids as a basis for investment projects. It mainly analyzes the various activities of the bid through individual cases, measures its own technical capabilities, industry performance, financial benefits assessment and business strategy. It uses SWOT to analyze the advantages and disadvantages of the company, the opportunities and threats it faces, and assists the enterprise. Focusing resources and action plans on their own strengths and the most opportunistic business direction, the company's strategic action plan is clear and efficient, and it has positive evaluation benefits for the bid to build a business investment thinking model and solve the bidding project. The decision-making problem is the ultimate goal of this study.
