Summary:碩士 === 國立成功大學 === 高階管理碩士在職專班(EMBA) === 106 === Ever since Taiwan was expelled from the United Nations in 1971, the unique position the island holds in the international community has made country-based traditional diplomacy difficult. This also highlights the importance of the general public participating in international relations. Of public involvement, the participation of non-profit organizations in all areas has most been able to bring a voice for Taiwan in the international community. This article takes the development of Tainan City's diplomacy by Taiwan-Japan Friendship Exchange Association of Tainan City as an example. Through literature discussion and analysis of actual cases, it is supplemented by in-depth interviews with social celebrities who have experience in current foreign affairs. To understand the impact and contribution of non-profit organizations to the development of city’s diplomacy, to analyze the case information and related literature and the first-hand information obtained through interviews, and to extract the pros and cons of it as a future Non-profit organizations participate in the reference of diplomatic public affairs.
